My RESCUE LIFE 9 replacement battery sat unused for eight months before installation and the device won't power on — can it recover?

Lithium-ion cells self-discharge during storage, and eight months is enough for this cell to drop below the BMS recovery threshold — typically below 2.5V per cell in the pack. The BMS locks output at that point and will not pass power to the device until the cell is recovered. Place the battery on charge immediately and leave it connected for a full charge cycle without interruption. If the charge indicator does not respond within two hours, the cell may have discharged past the recovery floor and will need replacement.
