Not necessarily. The driver steps down LED output before the cell hits its actual low-voltage cutoff — this is brownout protection, not a fault. The indicator measures state of charge, but the driver reacts to live voltage under load, which drops sooner. Switch the light off, let the cell rest for a few minutes, and it may recover briefly — that confirms the cell is near end-of-charge, not defective.

The flashlight turns on for a second then cuts out completely — why?

This is the BMS protection circuit tripping due to a low resting voltage, usually after the cell has been stored discharged for an extended period. The pack cannot supply enough current to sustain the driver, so the BMS shuts off the output immediately. Put it on charge straight away — the BMS on these Milwaukee cells re-initialises once it sees a charger voltage above 3.0V. If the charge indicator does not respond, leave it connected for 15 minutes before checking again.

My replacement battery drains much faster than the original did — what causes that?

A new cell draining faster than expected on the 2112-21 usually points to one of two things: the driver is running a high-output mode continuously, or the new cell was shipped in a low state of charge and needs a full conditioning cycle. Run a complete charge to 100% before judging capacity. If runtime is still noticeably short after two full cycles, check whether the light is defaulting to its highest output mode on each power-on — sustained high-draw operation will deplete a 3000mAh cell significantly faster than standard mode.
