Yes, this is a voltage sag issue, not a Wi-Fi firmware issue. When the modem and Wi-Fi radio both run at full load — high connected device count, weak cellular signal — the combined current draw pulls the cell voltage down momentarily. If it dips below the BMS trip point, the radio stack resets and every connected device drops at once. Cut the active connection count or move the hotspot closer to a window to bring instantaneous current demand down below the sag threshold.

The battery drains noticeably faster when the hotspot is in a basement or low-signal area — is this normal?

It is. The cellular modem automatically increases transmit power when signal is weak, which is the single largest current draw in the CDM530AM-3G. In a strong-signal location, the modem runs at a fraction of maximum output; in a basement or fringe area, it runs at full power continuously. The 1800mAh cell is the same capacity either way — the modem is simply pulling harder against it. Move the hotspot to a higher floor or near an exterior wall to reduce modem transmit power and slow the discharge rate.

The CDM530AM-3G won't turn on at all after I replaced the battery and left it on the shelf for two months — the replacement battery is dead already?

The cell is almost certainly not defective — it discharged below the BMS boot threshold during storage. New replacement cells are not shipped at full charge, and two months of self-discharge can drop a 3.7V cell below the 3.0V minimum the BMS requires to allow power-on.
