My Galaxy S21 5G powers off at around 25% after fitting the new battery — is the cell faulty?

Almost certainly not faulty. The shutdown is a voltage cliff — under the combined current draw of the 5G modem and AMOLED display, a new cell with slightly elevated internal impedance drops its terminal voltage sharply, and the protection circuit triggers a hard shutdown before the coulomb counter hits zero. Run two full, uninterrupted discharge-charge cycles without fast charging enabled. By the second or third cycle the fuel gauge IC recalibrates its cutoff model to the new cell's actual discharge curve, and the early shutdowns stop.

The battery percentage jumps erratically — showing 60%, then dropping to 41%, then back up — right after I installed the replacement cell.

This is the fuel gauge IC recalibrating against a new cell it has no discharge history for. The S21 5G's gas gauge uses a coulomb counter model built on data from the original cell — swap the cell and that model is wrong until re-trained. Let the phone run one complete discharge from 100% down to automatic shutdown, then charge to 100% in a single uninterrupted session with fast charging off. After that cycle the IC has a fresh reference curve and percentage readout stabilises.

My S21 5G won't power on at all after the replacement battery sat in a drawer for a few months before installation.

A Li-Polymer cell stored without a partial charge self-discharges over time. If the cell dropped below approximately 2.5V per cell, the BMS enters a lockout state and blocks normal boot to prevent damage. Connect the phone to a genuine Samsung charger and leave it for 20–30 minutes without pressing the power button — the charge IC applies a trickle pre-charge to bring the cell above the BMS recovery threshold. Once voltage recovers above roughly 3.0V the BMS re-initialises, and the phone will power on and charge normally.
