The BIOS has lost its reference data for the new cell's EEPROM and isn't initiating the charge cycle. Windows is showing this battery as 59Wh but Device Manager lists it as a completely different watt-hour rating — is the cell wrong?
It's not wrong. The Wh figure in Device Manager is pulled from the battery's EEPROM, which stores the manufacturer's rated design capacity — that value can differ from the actual chemistry capacity of a replacement cell. The 59.76Wh figure in the product data reflects the real cell capacity. As the fuel gauge IC runs calibration cycles, the reported value in Windows Battery Report will converge closer to the actual 59.76Wh over three to five charge cycles.
The U7311 stops charging at 80% and won't go higher — is the new battery faulty?
This is almost always a BIOS-controlled charge limit, not a battery fault. Fujitsu's power management firmware includes a charge threshold setting that caps charging at 80% to reduce cell stress during extended AC use. Check Fujitsu's Power Manager utility — installed under Start > Fujitsu — and look for the Battery Charge Control or Charge Limit setting. Set it to "Full Charge" or 100%, save, then reconnect AC.
