This is a 2.4V 700mAh Ni-MH replacement battery for the Bingo Pro B-31 portable medical device. Why the Pro B-31 triggers a low battery alarm on a freshly charged new cell

Device will not power on after the replacement cell sat in storage

Ni-MH cells self-discharge at roughly 1–2% per day in storage. If the replacement battery shipped or sat unused for several weeks, the cell voltage may have dropped below the B-31's BMS recovery threshold — typically around 1.0V per cell. At that point the BMS blocks the power-on sequence to prevent damage. Place the cell on charge for a full uninterrupted cycle before attempting to power on the device; voltage must recover above the BMS floor, approximately 2.2V on this 2.4V pack, before startup is permitted.
