The NCU-12 won't power on at all after the battery sat unused in storage — is the cell dead?

Put the battery on charge for a full uninterrupted cycle before trying to power on the monitor. If the charger accepts the cell and begins cycling, the BMS will recover it. The NCU-12 shuts off unexpectedly during use even though the battery was fully charged — what causes this?
