This is a voltage-cliff failure. The fuel gauge IC reads state-of-charge from a model calibrated to the old cell, so the percentage displayed is wrong. Run one full discharge cycle and let the phone die at 0%, then charge uninterrupted to 100% — this forces the coulomb counter to reset its endpoints against the new cell.

If this cell shipped at a low state of charge and sat unused, the BMS may have entered lockout mode once the cell voltage dropped below 2.5V.
