Most likely it entered deep-discharge protection, not permanent failure. Connect the charger and leave it plugged in for 30 minutes without pressing the power button — the BMS needs to trickle-charge the cell back above the protection threshold before the device will respond. If the indicator light comes on during that window, the cell is recovering. Only after that 30-minute trickle period should you attempt to power on.

The battery percentage on my DiVi CAM 428 jumps around wildly after I replaced the cell — is the new battery faulty?

The indicator is not faulty — it's recalibrating. The device stored voltage-to-percentage thresholds based on the old cell's degraded discharge curve. A new cell has a flatter, healthier curve that doesn't match those stored values yet. Run two or three full charge cycles from 100% down to automatic cutoff and the gauge will settle against the new cell's actual behaviour.
