This is normal behaviour — the charge IC is setting a cautious upper voltage limit until it has logged a complete cycle. Let the battery sit on charge for a full session without removing it early. After the first complete charge-discharge cycle, the indicator will reach 100% and the charge IC will apply its standard termination voltage of 16.8V.
