The DS7100 charge indicator stopped at around 85–90% and won't go higher on the first charge — is the capacity wrong?

The capacity is not wrong. The DS7100's charge IC applies a conservative current limit on the first charge cycle when it detects a new cell pack, which causes the indicator to plateau below 100% before the cycle terminates. Discharge the device normally until it powers down, then recharge fully. By the second or third cycle, the charge IC adjusts its termination point and the indicator will reach 100% consistently.
