My MetroPCS A30 won't turn on at all after the new battery sat in the packaging for a while — is the cell dead?

Likely not dead, but the BMS has locked out due to deep discharge below 2.5V per cell during storage. Plug into a wall charger — not a PC USB port — and leave it connected for at least 20–30 minutes before pressing the power button. The charge IC needs to trickle current into the cell long enough to bring voltage above the BMS re-enable threshold, typically around 2.8–3.0V, before the phone will respond.

Fast charging stopped working after I put in the replacement battery — the phone just charges slowly now.

The USB-PD or proprietary fast charge protocol requires a successful BMS handshake on the first cycle. With a new cell, the charge IC sometimes defaults to standard 5V/1A until it completes one full baseline charge. Run the phone through one complete charge at standard rate from near-empty to 100%, then reconnect with fast charging enabled — the protocol negotiation typically succeeds on the second cycle once the BMS has cleared its initialisation flag.

The phone feels warm near the battery during charging — is something wrong with the new cell?

Mild warmth on the first few charges is normal. A new lithium-polymer cell starts with slightly higher internal impedance than a broken-in cell, so the charge IC dissipates a bit more energy as heat during the constant-current phase. If the phone becomes hot to the touch or charging stops and restarts repeatedly, check that the connector is fully seated — a partially connected cell forces the charge IC to work harder and generates excess heat. Warmth that fades after two or three cycles is not a fault.
