New battery stopped charging at 80% and won't go higher — is it defective?

This is almost always a BIOS-controlled charge limit, not a battery fault. Dell laptops running certain BIOS versions or Dell Power Manager software activate a 80% charge threshold to reduce cell stress during AC-connected use. Check Dell Power Manager under the Battery section and set the charge mode to "Primarily AC" or disable the custom charge threshold.
