The panel is likely fine. After 2–3 years of daily charge cycles, LiFePO4 cells lose capacity and can no longer hold a full 3600mAh charge. The panel fills whatever capacity remains, so the light works — just for a shorter stretch. Check the panel surface for dirt or film first, clean it, and run a full sunny-day charge. If the light still cuts out early, the cell needs replacement, not the panel.

The light charged all day in full sun but still drained completely overnight — what went wrong?

Full sun doesn't guarantee a full charge if the panel angle is off. The GS-97F-GE's BMS requires the panel to deliver above its minimum input threshold to register a valid charge session. A panel tilted away from the sun's path can receive bright ambient light but output only 50–100mA — not enough to fill a 3600mAh cell in one day. Rotate the fixture so the panel faces the sun directly, run another full-day charge, and verify the light lasts through the night.

Can I speed up the initial charge on a new XML-323-GS cell using USB instead of waiting for solar?

Some Gama Sonic fixtures include a USB input port for exactly this reason — a USB source at 5V / 1–2A will charge the cell significantly faster than the onboard solar panel, which typically outputs 100–500mA depending on conditions. Check the fixture's base or cable tray for a micro-USB or USB-C port.
