In most cases it is the battery. When the original cell ages, its internal resistance climbs and the voltage collapses under combined display and Wi-Fi draw before the percentage gauge reaches zero. The BMS trips the cutoff at what looks like 20% because the old cell simply cannot deliver the current that level of load demands. Replace the cell, run one full discharge-to-shutoff calibration cycle, and the early shutoffs stop.

Fast charging stopped working after I swapped the battery in my iPad Mini — what happened?

The iPad Mini's charge IC needs at least one completed charge cycle before it fully negotiates with a new cell. Plug into the original Apple charger and cable — not a third-party USB-C adapter — and let it run from low to 100% without interruption. If fast charging still does not activate after that cycle, check that the ZIF connector is fully seated, since a partially connected battery causes the charge IC to default to a trickle-charge fallback rate.
