This is almost always a BIOS-controlled charge limit, not a fault with the replacement cell. HP ships the ZBook Fury 16 G9 with an adaptive charging feature that caps charge at 80% when it detects the laptop is regularly plugged in — it's a firmware setting, not a battery threshold.
