This is classic Ni-MH shallow-cycle degradation. If the collar is docked after short training sessions repeatedly, the cell develops a memory effect and reports a false full charge at a fraction of true capacity. Run the collar down to the low-battery warning, then complete one full uninterrupted charge cycle. That resets the effective capacity baseline and the charge indicator will read accurately again.

The collar receiver isn't responding to the transmitter after I installed the new battery — did I get a faulty cell?

The cell is almost certainly fine. A power interruption — including pulling the old battery — can drop the RF pairing between the transmitter and receiver. The collar needs to be re-paired to the handheld remote after any battery swap. Follow the SportDog pairing sequence in the manual: power on both units within range, hold the pairing button on the receiver until the indicator flashes, then confirm link on the transmitter.

The new battery won't take a full charge — the dock indicator goes green within a few minutes and the collar dies quickly in use. What's wrong?

A fast green on the dock charger means the charger's delta-V circuit detected a voltage drop and terminated early — this happens when a Ni-MH cell is too cold or arrived deeply discharged.
