It is not dead. The Windows fuel gauge IC has no calibration data for the new cell yet and defaults to an unknown or zero state until it completes a full charge cycle. After that first complete learn cycle the gauge will display a real percentage. Enter the BIOS setup utility at boot and look for a battery or power management section — disable the charge limit or set the upper threshold to 100%. If no such setting appears, check whether a Philips or notebook utility installed in Windows is enforcing the cap at the software level and disable it there.
