This is a BMS calibration issue, not a faulty cell. The Fabian's BMS compares measured charge against a stored capacity threshold, and a fresh Ni-MH cell doesn't hit its full activation capacity until after one complete charge-discharge cycle. The pack is full — the BMS just hasn't learned the new cell yet. Run one full cycle (full charge, then allow the device to discharge to its low-battery cutoff, then charge fully again) and the alarm clears.

The Fabian won't power on after the replacement battery spent several months in storage before installation — what's happening?

Ni-MH cells self-discharge at 20–30% per month in storage, so a pack stored for several months can drop below the Fabian's BMS recovery threshold of approximately 10.8V. Below that floor, the BMS blocks power delivery to the device as a protection measure.
