The replacement battery sat in a drawer for several months before installation and now the Perfusor won't power on at all — is the battery dead?

Li-ion cells self-discharge in storage, and if this cell dropped below the pump's BMS recovery threshold — typically around 2.5V per cell, or 5.0V for the pack — the protection circuit has locked out the output to prevent damage. Connect the pump to mains power and leave it on charge for a minimum of four hours before attempting to power on from battery alone. Most BMS circuits include a trickle-recovery mode that will bring a deeply discharged cell back above the lockout threshold without requiring any intervention beyond sustained charge input.
