My new pack won't charge after the FL 200A was stored in the van all winter — is the battery dead?

Ni-MH cells self-discharge continuously, and several months of inactivity can push the pack below the BMS recovery threshold. The charger may show no activity or stop immediately because the cell voltage has dropped too low for a normal charge cycle to initiate. Leave the pack on charge for 90 minutes regardless — most Ni-MH chargers have a trickle-recovery mode that will bring the cells back up as long as no individual cell has collapsed below 0.9V. If the charger still shows no charge acceptance after 90 minutes, the cells have fully discharged and the pack needs replacing.
