This is voltage sag under sustained RF output, not a faulty cell. As the pack depletes toward 3.5V, the radio's TX power management steps down output to protect the BMS. It is normal behaviour, not a sign the replacement battery is underperforming. If it happens early in a shift, the pack likely was not fully charged before use — put it through a complete charge cycle and confirm the dock shows green before heading out.
The charger dock blinks a fault LED and never begins charging the new PB-19 — what is happening?
A storage-voltage pack arriving below the dock's acceptance threshold triggers this. The dock expects to see at least 3.0V on the contacts before it will initialise a charge cycle. Remove the pack, wipe the gold contact strip with a dry cloth, reseat it firmly, and try again. If the fault persists, the BMS may need a reset — leave the pack seated for 60 seconds to allow the dock to attempt a trickle recovery pulse.
After the NAVY-015F sat unused for two months with the PB-19 inside, the radio will not power on at all — is the battery dead?
Extended storage inside the radio drains the cell through the radio's standby draw. If the pack drops below roughly 2.5V, the BMS locks out to prevent damage and the radio shows no signs of life.
