The NAVY-015F uses a voltage-threshold bar display — each bar maps to a fixed voltage window. A new pack at storage voltage sits at the lower edge of the top threshold, so the radio shows one bar less than full. This is not a capacity fault and the cell is not defective. Seat the pack in the charger, run a complete charge cycle, and the indicator will step up to the correct bar count once resting voltage reaches 4.1V or above.
