If the charge indicator still does not activate, check contact voltage at the base pins: a reading below 4.0V on a fresh pack signals the cells need a trickle pre-charge, which some third-party chargers can supply at 0.1C before returning the handset to the base.

The Avaya 9030 is draining overnight even when it is sitting in the base — is the new battery faulty?
