Most likely the pack discharged below the BMS recovery threshold during storage. NiMH cells self-discharge steadily, and a pack left uncharged for two to three months can drop low enough that the remote's power circuit won't initialise. Connect the battery to the charger and leave it for at least 30–45 minutes before pressing the power button — the cell needs to absorb enough charge to bring voltage above the turn-on floor, typically around 7.2V on this pack.

The crane remote triggers fine on the first command but cuts out on the second or third solenoid activation — why?

This is a voltage-sag issue, not a capacity issue. Each solenoid trigger pulls an inrush spike that briefly drops cell voltage. If the pack isn't fully charged, internal resistance is higher and the sag is deeper, crossing the BMS undervoltage cutoff.
