First, confirm cell terminal voltage reads at least 4.0V with a multimeter — if it's below that, the charge controller hasn't accepted the cell yet and needs more charge time. If voltage is good, perform a manual reset by cutting mains power to the fitting for 10 seconds, then restoring it — this forces the controller to re-poll the cell and should clear the latched fault state.
