Recharge fully from that point and the indicator should reach 100% and hold.

The AX-262's BMS compares real-time cell voltage against a threshold calibrated for a bedded-in OEM cell. A fresh sealed lead-acid cell sits at a resting voltage slightly below that threshold until it completes its first full cycle, which triggers the alarm despite the cell being charged. This is not a fault with the replacement battery. Run one full charge-to-discharge-to-charge cycle and the alarm should clear.

The AX-262 won't power on at all after the new battery sat in the box for a few months — is the cell dead?

Sealed lead-acid cells self-discharge in storage, and if the voltage drops below roughly 10.5V, the AX-262's BMS will refuse to boot as a protection measure. Connect the device to mains power and leave it on charge for a minimum of 12 hours before attempting to power on — the charger will slowly recover a sulphation-stage cell that the BMS won't accept cold. If the charge indicator shows any activity after 30 minutes, the cell is recovering.
