The device reads this as a low-charge condition even when the battery is fully charged. H4 won't power on after battery sat unused in storage
Ni-MH cells self-discharge during storage — if the OSA476 sat for several months before installation, its resting voltage may have dropped below the H4's BMS recovery threshold. At that point the device won't boot because the BMS treats the voltage as an unsafe deep-discharge state. Place the battery in the H4 and connect the charger for a full charge cycle before attempting to power on. If the charger accepts the cell and completes normally, resting voltage will return to the 7.2V operating range and the unit will boot.

New Ni-MH cells perform differently under load in the first 10 cycles — the internal resistance is slightly higher before the cell is broken in, and the H4's stimulation output draws enough current to trip the BMS undervoltage cutoff under load. This is not a defective cell. Complete three to five full charge-discharge cycles under normal use and the cutoff threshold issue resolves as internal resistance drops to its rated level.
The charge indicator on my H4 never reaches 100% on the first charge of the new battery — should I stop and restart?
This is normal behaviour. The H4's charge IC applies a conservative current limit on an unrecognised new cell, which extends charge time and may stall the indicator below 100%. Let the charge cycle run to natural termination without interrupting it — the IC will complete the cycle and the indicator will reach full on the second charge once the cell's capacity is logged.
