This is a normal behaviour on the first charge of a new sealed lead-acid cell, not a fault. The Lifepak 9 charge circuit applies a reduced acceptance current to an unconditioned cell and terminates early if the voltage rise rate doesn't match its expected curve for a fully formed cell. Allow the battery to complete a full discharge on the device, then recharge from flat. On the second charge cycle the voltage response curve normalises and the indicator will advance to full charge.
