Yes, this is a voltage sag cutoff. The E5830's modem and Wi-Fi radio pull current simultaneously, and if the cell can't hold voltage under that combined load, the BMS briefly cuts output to protect the cell — dropping every connected device at once. This happens most often when signal is weak and the cellular radio is pushing maximum power. A replacement cell with low internal resistance holds above 3.5V under load and stops the dropouts.

The battery on my E5830 drains noticeably faster when I have several devices connected in an area with poor signal — is something wrong?

Nothing is wrong — this is the device working as designed under worst-case conditions. Poor cellular signal forces the modem to transmit at full output power, and multiple connected Wi-Fi clients add to that draw simultaneously. Together, those two loads can push current draw to the upper limit of what a 1500mAh cell can sustain. Reduce connected clients or move the hotspot closer to a window to improve signal strength and bring current draw back down.

My E5830 shows a full charge indicator but shuts off after a short time — what's happening?

This is a classic symptom of capacity fade in a degraded cell. The voltage curve on a worn Li-ion cell drops steeply once discharge begins, so the charge indicator reads high right after a charge but the usable capacity between 4.2V and the BMS cutoff is a fraction of the rated 1500mAh.
