It's likely a BMS lockout. Li-Polymer cells that drop below roughly 2.5V per cell in storage trigger a protection circuit that blocks current flow entirely to prevent thermal runaway. The phone won't respond to the power button or show a charging indicator. Connect it to a 5V wall charger — not a PC USB port — and leave it for 20–30 minutes without pressing anything. The BMS needs a trickle current to recover voltage above the lockout threshold before normal charging can resume.

Fast charging stopped working on my ZTE U950 the first time I plugged in the new battery — was it working before?

Yes, this is a known first-cycle behaviour. The USB charging negotiation protocol on the U950 depends partly on the BMS recognising the cell as fully initialised. On the first connection, some replacement cells present a slightly higher internal impedance, and the charge IC defaults to standard 5V current rather than negotiating the higher rate. Run one full standard-rate charge cycle to completion.
