The new battery stopped charging at 80% and won't go higher — is the cell faulty?
This is almost always a BIOS-controlled charge threshold, not a cell fault. Many Mini 700 units ship with a battery charge limit enabled in BIOS to reduce long-term wear when the laptop is used mostly on AC power. Enter the BIOS setup at boot, navigate to the Power or Battery settings menu, and disable the charge limit or set it to 100%. If no such setting appears, check the HP Power Manager utility in Windows — the charge cap is often set there rather than in BIOS.
