The Wh figure displayed in Windows or Dell SupportAssist pulls from the EEPROM embedded in the battery cell, not from a live measurement. A replacement cell ships with factory-rated EEPROM data that may differ slightly from the previous cell's logged value. This is a data reporting difference, not a capacity defect. Run one full discharge-to-hibernate then charge to 100% and the system will recalculate against actual chemistry.

My Dell G5 5590 stops charging at 80% and won't go higher — is the new battery faulty?

This is a BIOS-controlled charge limit, not a battery fault. Dell laptops shipped with certain firmware versions cap charging at 80% when "Primary AC Use" or a battery conservation mode is enabled in Dell Power Manager.
