No — the Windows fuel gauge IC is reading EEPROM data it hasn't yet calibrated against the new cell. After that first complete cycle, the fuel gauge reconciles against the new cell's actual voltage range and the percentage reads correctly.

Dell SupportAssist is reporting the replacement battery Wh rating as lower than the 87.78Wh listed — why does the number not match?

The Wh figure displayed in SupportAssist and the BIOS is pulled from the EEPROM on the cell, which stores the rated design capacity. The actual measured capacity depends on temperature and load at the time of reading, so it can read slightly lower until the fuel gauge IC completes a calibration cycle. This is an EEPROM-reported value difference, not a hardware fault. Complete one full discharge-to-hibernate and full recharge, and the reported figure will align with the rated 87.78Wh.

New battery installed but charge stops at 80% and never climbs higher — is the cell faulty?

Almost certainly not a cell fault. The Precision 7770 BIOS includes a configurable charge limit feature — often called "Primary AC Use" or "Custom Charge" — that caps charging at 80% to reduce long-term cell stress. Check Dell Power Manager or the BIOS battery settings under the "Wireless" or "Power" tab. Set the upper charge threshold to 100% and the charge will complete fully on the next cycle.
