This is a data-reporting difference, not a fault. The cell will charge and discharge correctly regardless of what the EEPROM reports. If you need to verify actual capacity, run a full discharge cycle and check the mWh figure logged in a third-party tool such as BatteryInfoView against the rated 47.36Wh.
