Most chargers will refuse to push full charge current into a pack reading below that floor and signal the fault with a red blink. Some chargers include a recovery or trickle mode; select it and let the pack sit for 10 to 15 minutes. Once cells recover above 2.8V per cell, the charger should switch to its normal charge cycle automatically.

The drill feels weak and bogs down under load even though the battery shows charged — why?

That's voltage sag under load, not a capacity issue. High contact resistance at the battery rail — from worn contacts or debris — causes a voltage drop the moment current demand rises, and the tool loses torque without the battery actually running low. Check the slide-pack contacts on both the battery and the tool for oxidation or dirt, and clean them with isopropyl alcohol. If rail resistance is normal and sag persists, measure pack voltage under load — it should stay above 16V; dropping below that points to cell degradation.

Performance drops noticeably when I'm using this battery in cold weather — is something wrong with the pack?

Nothing is wrong — Li-ion internal resistance rises sharply below 5°C, which reduces the current the cells can deliver cleanly and causes the tool to feel sluggish. Store the battery indoors at room temperature before a cold-weather job and let it warm up for at least 20 minutes before use. Avoid leaving a cold pack on the charger immediately after bringing it in from the cold — let it reach 10°C or above first, then charge normally.
