On the first cycle after a cell swap, the charge IC sometimes defaults to standard current until it confirms BMS communication is stable. This is a handshake behaviour, not a fault. Let the battery complete one full charge at the slow rate, then reconnect with your original Apple fast charger. If fast charging still doesn't resume after that cycle, check that the Lightning cable is certified — a non-MFi cable will prevent the USB-PD negotiation from completing regardless of the battery condition.
