The phone cuts power even though usable charge remains in the cell. One full slow-charge cycle forces the coulomb counter to rebuild its reference against the actual new cell chemistry.

USB-PD fast charge not activating on first cycle after replacement

The Motivate 3 charge controller runs a handshake check on the first session with a new battery BMS. If the BMS responds outside expected timing on that first cycle, the controller defaults to standard 5V charging and does not negotiate higher voltage. This is not a fault — it clears after the first complete charge cycle reaches 100% termination. On the second charge session, fast charging resumes at full negotiated current.

My AT&T Motivate 3 keeps shutting off around 25% battery after I put in the new HE401 — is the replacement cell bad?

The cell is almost certainly fine. The fuel gauge IC on the Motivate 3 is still running the discharge curve it learned from your old, degraded battery. When voltage under modem or screen load drops below the threshold that old curve mapped as "25%," the phone triggers a protection shutdown. Run one full discharge down to automatic power-off, then charge uninterrupted to 100% — after that single cycle, the coulomb counter resets its reference to the new cell and the shutdowns stop.

The phone shows 100% charge but drains to zero in what feels like half the normal time — what's happening?

The fuel gauge IC is reading from a calibration table built on your previous cell's capacity, not the new 3600mAh HE401. Until the counter recalibrates, the percentage scale is compressed — it jumps through the top portion quickly and may collapse near the bottom. This is a software measurement error, not a capacity defect in the battery. Complete two full slow-charge cycles with fast charging disabled, and the gauge will recalibrate to the correct 3600mAh baseline.

After I replaced the battery in my Motivate 3 it won't turn on at all — the screen stays black even on charge.

If the replacement cell sat in storage for an extended period, the BMS may have entered lockout mode with the cell voltage below 2.5V. In lockout, the phone draws no charge current and shows no sign of life. Connect the phone to a 5V charger — not a fast charger — and leave it for 20 to 30 minutes without pressing the power button. The BMS trickle-charges the cell back above the lockout threshold, after which the device will respond normally to a power-on press.
