If the charge indicator does not advance within 15 minutes, the cell voltage has likely dropped below 9V and the charge IC needs the AC connection sustained to bring it back into the normal charge window.

No. The BM3 Plus charge IC applies a conservative termination threshold on an uncharacterised cell — it terminates early rather than risk overcharge on an unknown chemistry profile. This is expected on the first charge. Run the battery down in normal use and recharge fully a second time; the IC recalibrates its termination point and the indicator will reach 100% from the second cycle onward.
