A new replacement cell has not completed a learn cycle, so the protection board's state-of-charge estimate is conservative and reads low even at full voltage. Run one complete charge-to-discharge cycle on the device before clinical use. After that first cycle the BMS recalibrates its threshold and the false alarm stops.

Yes, and it's a known first-cycle behaviour. New Li-ion cells have slightly higher internal resistance before conditioning, and the BT-740's load profile during continuous SpO2 sampling stresses the pack harder than a simple standby draw. The BMS can interpret the resulting voltage sag as an undervoltage event and cut output. Run five to ten full charge-discharge cycles before relying on the battery in a clinical setting — after conditioning, the voltage sag under load drops and the cutoffs stop.

The charge indicator on the BT-740 won't reach 100% on the first charge — is the battery faulty?

It's not faulty. The BT-740's charge IC applies a conservative current limit on cells it hasn't profiled yet, which causes the charge cycle to terminate slightly early on the first pass. The displayed percentage reflects the charge IC's estimate, not the cell's true state. Run a full discharge followed by an uninterrupted charge cycle. On the second cycle the charge IC adjusts its termination threshold and the indicator reaches 100%.

The BT-770 won't power on at all after the replacement battery sat unused for several weeks before installation — what's happening?

Li-ion cells self-discharge in storage, and if the pack dropped below approximately 9V the BT-770's BMS will have entered deep-discharge lockout to protect the cells. The device won't respond to the power button in this state. Connect the device to mains power and leave it on charge for at least four hours without attempting to power it on — the charge circuit recovers the pack incrementally until it clears the BMS recovery threshold, at which point normal charging resumes.
