Under high current draw, voltage sag can be significant enough to trigger the step-down even with charge remaining. This is normal driver behaviour, not a fault with the battery.

HSE 5 flickering or cycling through modes near end of charge

When pack voltage falls close to the driver's minimum threshold, the driver can oscillate — briefly cutting power, the voltage recovers slightly, and the driver restarts, creating a flicker or mode-cycle loop. This typically happens when cell voltage drops below 0.9V per cell in the series pack. Switch the flashlight to its lowest output mode to reduce current draw and stop the cycling. If it persists at low mode, the pack is at end of discharge and needs recharging immediately.
