First, clean the blade contacts and the battery bay terminals with a dry cloth; contact resistance amplifies sag noticeably in a 7.4V system. The shears work fine indoors but cut out quickly when I use them on a cold morning outside — normal?

Yes, and it's a Li-ion characteristic, not a defect. Below 5°C, internal cell resistance rises sharply in a 7.4V two-cell pack, which means the BMS trips on inrush or sustained load at currents that would be fine at room temperature. Store the battery indoors until you're ready to use it, then take it outside — starting with a warm pack gives you significantly more usable cuts before resistance-driven cutoff occurs. Voltage should recover to above 7.0V within a few minutes of warming if the cells are otherwise healthy.
