The Wh figure Windows reports pulls from the battery's EEPROM, which stores the manufacturer's rated capacity under controlled lab conditions. The replacement cell's EEPROM value may differ slightly from HP's original figure due to a different cell supplier, not a difference in usable capacity. This cell is rated at 47.52Wh and we confirmed that on the bench. If the discrepancy concerns you, check the actual full-charge capacity in Windows Battery Report — run "powercfg /batteryreport" in an elevated command prompt.

The 6530b charges the new battery to 80% then stops — is the charger or the battery at fault?

The Compaq 6530b has a BIOS-level charge threshold setting that limits charge to 80% when battery care mode is active. This is a firmware control, not a battery fault. Go into BIOS Setup (F10 at boot), navigate to Power Management, and check whether the battery charge threshold is set below 100%. Set it to 100% and cycle power — the battery will then charge to full.
