Why the Pavilion 13-bb reports poor battery health immediately after a new cell is installed

The HP BIOS stores the previous cell's EEPROM data — cycle count, degradation percentage, and rated Wh — and compares it against the newly connected cell. A fresh cell with a full charge profile looks mismatched against that stored history. The system flags it as unknown or degraded even though the cell is new. Running one full discharge-to-hibernate cycle followed by a complete uninterrupted charge lets the BIOS overwrite the old EEPROM record and accept the new cell's data.

This happens when the cell can no longer sustain voltage under simultaneous CPU and display load — voltage drops below the BMS cutoff threshold before the fuel gauge reaches zero. After two full charge cycles, re-check the reported capacity in Windows — open a Command Prompt and run `powercfg /batteryreport` to see both design capacity and full-charge capacity side by side.
