The figure Windows reads comes from the EEPROM on the cell, which stores the rated Wh at time of manufacture. The actual usable capacity of the new Li-Polymer cell is 34.04Wh as stamped on the label, but the OS fuel gauge IC pulls its reference from stored EEPROM data until calibration cycles are completed.
