USB fast charge not activating on the first cycle after replacement

The battery percentage on my V20 jumps around erratically after the swap — it went from 60% to 41% in two minutes with light use. Is the new cell defective?
This is the fuel gauge IC recalibrating against a cell it hasn't mapped yet. The VS995 and V20 store charge state in a register tied to the previous cell's impedance profile — a new cell presents different internal resistance, so percentage readings are unstable until the IC re-learns the curve. It is not a sign the cell is bad. Complete two full discharge-to-shutoff and slow-charge cycles, and the percentage readout will stabilise as the coulomb counter builds an accurate model of the new cell.
Phone won't power on at all after the new BL-44E1F sat in the drawer for a few months before I installed it — just a blank screen.
If the cell voltage dropped below approximately 2.5V during storage, the BMS trips a deep-discharge lockout to prevent charging a potentially unstable cell. The VS995 won't boot from this state, and the screen stays blank even on the charger. Connect the phone to a wall charger — not a PC USB port — and leave it untouched for 20–30 minutes. The charge IC will trickle current into the cell at a safe rate until voltage climbs back above the BMS re-enable threshold, at which point the charging indicator will appear and normal boot becomes possible.
