The DentaPort ZX charge IC applies a conservative termination limit when it detects a new cell — specifically, it caps charge acceptance on the first cycle to avoid overcharging an unconditioned Ni-MH pack. The indicator stalling below 100% is the charge IC behaving correctly, not a charger fault. Disconnect after the charger's automatic termination, use the device until it shuts off, then run a second full charge — the indicator will reach 100% once the cell's charge curve is registered by the IC.
