The coulomb counter inside the Lumia 950 XL hasn't mapped the new cell's discharge curve yet, so it interpolates incorrectly between reference points, producing erratic jumps. This is normal in the first one to three cycles after a cell swap. Avoid topping up partially — let the phone discharge fully and charge to 100% in a single uninterrupted session. The gauge stabilises once it has at least two complete reference cycles logged.

The phone won't power on at all after the new battery sat in storage for a few months before fitting — how do I recover it?

If the cell discharged below approximately 2.5V during storage, the BMS has locked the cell out to prevent damage. Connect the phone to a low-current 5V USB charger — not a fast charger or USB-PD dock — and leave it for 20 to 30 minutes without pressing the power button.
