This is a fuel gauge calibration issue, not a faulty cell. The fuel gauge IC on the CF-U1 uses a coulomb-counting model calibrated to the old cell's discharge curve. When a new cell is installed, the stored curve no longer matches actual cell chemistry, so the gauge calls empty too early. Run two to three full discharge-to-hibernate cycles without interruption. By the third cycle the gauge IC recalculates its empty threshold and the shutdown point corrects to below 5% shown.

The Wh figure Windows displays is pulled from the battery's EEPROM, which stores the rated capacity programmed at manufacture rather than the measured chemistry value. The actual cell delivers 23.68Wh as tested. The discrepancy is an EEPROM read difference, not a capacity shortfall — no action needed beyond the standard calibration cycle.
My CF-U1 stops charging at 80% and won't go higher no matter how long it stays plugged in.
The CF-U1 BIOS includes a charge-limit mode that caps charging at 80% to reduce cell wear during long-term AC use. Check the Panasonic Power Manager utility — if "Long Life" or "Economy" charge mode is active, switch it to "Full Capacity" mode. Once changed, the next charge cycle will run to 100%.
