System info shows the wrong Wh rating — it says 20Wh but the battery should be 23.31Wh. Is the battery faulty?

The Wh value displayed in Windows or the VAIO BIOS is pulled from the EEPROM on the battery's BMS chip, not measured live. The EEPROM on replacement cells is programmed with rated chemistry values that can differ slightly from the exact capacity of the installed cell.
