Run two full discharge-to-hibernate and full recharge cycles — the fuel gauge IC recalibrates and the cutoff point stabilises above 10V under load.

New R150 battery stopped charging at 80% and won't go higher — is the charger the problem?

The charger is not the issue. The Toshiba R150 BIOS includes a charge limit feature that caps charging at 80% when it's enabled — this is a firmware setting, not a battery fault. Go into Toshiba Power Saver or the BIOS power settings and disable the battery charge mode or eco-charge option. Once disabled, charge the battery again and it will reach 100%.
